Latches On Seatback?

Any idea(s) about these latches on the back of the forward dinette seat? 2002 Chinook Destiny 24.

New owner here, this site is very useful and user friendly.

I think they are if you want the front passenger seat to go back further. The top of the front seat hits there first.

The ones on mine allow passenger seat to recline further back when they are unlatched.
