I wouldn't say you probably *need* the Safe-T-Steer. I mentioned it because you asked "What is the best steering dampener?" I thought it was probably a contender for that category.

I didn't have any particular steering issue, other than every Ford van I've driven is obviously not rack-and-pinion. I was there at the shop, had planned for some expense, and nothing else was needed, so.... (also the original dampener was kaput). So I probably didn't strictly need it either. It did enhance my driving experience but nothing dramatic like the beefed up anti-sway bars.

The "other" unit (Steer Safe?) with the springs, if it's the one my buddy had, looked like an elaborate setup of screen door springs under there. I would be a little uncomfortable with that, especially in any snow or etc. Also it made spring stretching noises (he changed to a Safe-T-Steer). I have not run that one myself though - maybe he was supposed to lube it or something was wrong.

UPDATE: Made my decision and installed a Monroe steering damper from oriley's. I have a shop account with them so they delivered it to my door. Just got back from driving it but did not really notice any change but peace of mind knowing it is new. It really drives good since I replaced all the shocks. especially the front ones made a big difference. The damper I removed looked identicle to one installed and under "compression" in my hands it showed no weakness anyway so may be the reason for not seeing any significant improvement. But it certainly did not hurt anything or make it worse. Thanks everyone for all the advise. Blue...I need to be careful what I ask for. I did ask BEST steering damper and not simply the cheapest in price!! I will try to be more clear next time! Hah!

The best actually is a computerized active damper that will automatically steer the wheel for you, following the lane, even on a freeway. Hand free driving at its best! I can make you one for $40k. ;)
