TV and VCP dc circuits

TV and VCP dc circuits

I recently inherited a 2000 concourse and have been doing a refurbishment of several things inside and out. I'm trying to figure out what the vcp and the TV DC circuit powers? It seems obvious that the TV fuse powers the TV but when I remove the fuse, it still has power but the voltage drops from 13.7 to. 12.5v. The same happens to the vcp circuit when checking voltage at the vcr power and antenna booster outlet. Shouldn't the power be 0v or are these circuits powered somewhere else? I removed the powered booster antenna outlet and replaced it with a magnadyne 4 USB charging receptacle. I plan on replacing our TV needs with flat screen 12v tv and using the same power wires, but I want to understand the power circuit completely beforehand. And call me stupid, but I'm having trouble finding what vcp stands for. I have already discarded the TV antenna and placed a combiner box with upgraded solar system. Any referrals to previous posts to answer these questions would be helpfu or if you can help directly, thanks.

VCP is for "Video Cassette Player". They don't call it a VCR because it doesn't record tapes.

What a nice thing to inherit!

I don't have those features anymore (removed TV/VCP), but I think I remember something like that when I was figuring out my circuits. Unfortunately I don't remember all the details (some help I am). Maybe it had to do with the antenna also feeding some power? I have to run but will look in my notes later.
