I think the 12V outlet under the TV antenna is an actual TV antenna amplifier. The outlet was just another auxiliary outlet for general use. It was a Winegard part that goes with the TV antenna, and they probably included the outlet because it was convenient and could be used to power a TV in some installations where there was not a designated TV power source.

That factory solar wire with the in-line fuse would have been run to the passenger side of the front overhead compartment, where a solar controller would be mounted.
