I don't know exactly what it would cost, but at least as of a few years ago, the Black Ball Ferry goes from Port Angeles to Victoria and does take vehicles. You could also go from Anacortes through the San Juans (which I think does end up on Vancouver Island eventually). Or there is a ferry from just south of Vancouver (mainland city) to Sidney, which is a town on Vancouver Island maybe 30 minutes from Victoria.

If you just want to see Victoria, then you could go over without the Chinook (less expensive). Black Ball takes you to right in front of downtown (pretty).
